Can a vampire "use" the obfuscate option on Keystone Kine if the
target of the bleed does not control an ally? E.g. if Rafaele
Giovanni is a Dabbler and she bleeds her prey using Keystone Kine but
her prey does not control an ally, can she still use Dabbler to gain a
blood or untap?

Requires an anarch.
[cel] and/or [nec] and/or [obf] (D) Bleed. If using [cel], he or she
gains 1 blood. If using [nec], the bleed is at +1 bleed. If using
[obf] and this action is successful, you may burn an ally controlled
by your prey whose cost is not greater than the bleed amount.
Dabbler
Master: archetype. Trifle.
Put this card on a vampire you control. Once each turn when this
vampire uses 3 or more Disciplines to play cards during an action, he
or she may gain 1 blood from the bank or burn 1 blood to untap (after
the action is resolved). A vampire can have only one archetype.

I'd say yes, because [obf] Keystone Kine says: "you *may* burn an ally..."
Just say "I choose not to burn an ally," and it should be perfectly fine.

Sure.
Daliyah could even bleed with Keystone Kine at "just obf" just so she
could untap with CrimethInc, with no allies on the table.
