I checked the list of rules clarifications, but I couldn't find this there: Is a minion in a round of combat required to make a strike? As the rules read, it seems that, if no other strikes are available from cards, a minion MUST declare a hand strike; standing around doing nothing is mentioned nowhere. Correct. Section 6.4.3 detail choosing a strike, and says that the default action the the "choose strike" phase is a hand strike.
