Splitting hairs. There is no time "between" the things you mention, at
least as far as the rules are concerned. The acting minion always has
a chance to interrupt card flow by playing the next effect.

B needn't ask, though. A is in control of the clock - the onus is on him
if on anyone. He should directly declare that he is no playing anything
or make it known to the other players' satisfaction (by the appropriate
pause) or be prepared to back up if he "skips" ahead to the strike
resolution (damage prevention, damage handling, etc.)
It may take some prompting from the B's of the world to get the A's
into the habit, but it's a good habit to get into.
