In a recent local discussion, we were a littlle uncertain how
Momentary Delay interacts with combat effects that reduce the blocking
minion's capacity, such as Elixir of Distillation.
I would guess that only the capacity when Momentary Delay is played
matters. So, if my 7 cap anarch has hit the 6-cap blocker with an
Elixir during the combat, and otherwise meets the conditions of
Momentary Delay, everything works because the blocker is now a 5-cap
vampire.

Momentary Delay
Action Modifier
Requires a vampire with capacity 7 or more.
Only usable at the end of an action blocked by an ally or a vampire of
capacity 5 or less (after any combats). Not usable if more than one
round of combat has occurred nor if this vampire has lost 3 or more
blood this action or
ended combat before the press step. The action continues as if
unblocked.
Elixir of Distillation
Equipment
Weapon. Requires an anarch.
Ranged strike: burn 1 blood from the opposing vampire and reduce his
or her capacity by 1 (capacity cannot be reduced below 1). That
reduction lasts until that vampire's controller uses a master phase
action to tap that vampire. Burn this weapon after use.

Really? But they weren't blocked by a 5 cap vampire. They were blocked by a
6 cap vampire. and they're now at the end of combat with a 5 cap vampire.

I sort of agree with you - if the vampire who blocked was burned in
the combat with the acting vampire, I'm pretty sure Momentary Delay
would check the capacity of the vampire when he blocked, and not now,
when he's no longer in play.
