Zhenga's text says something like "may recruit X additional allies and
retainers". Does this mean, if I have mr winthrop and gregory winter in
my hand, X needs to be 2, or is that just that X needs to be 1 (I have
1 additional ally AND retainer).
How does the AND function here?

Assuming you're recruiting someone else (a Procurer, for example) and
want to use the special to grab Winthrop and Winter in addition:

Naming a group "allies and retainers" (not "ally and retainer" or "X
additional allies and X additional retainers"). Contrast Static
Virtue's card text.

I believe the former. If nothing else, because if it was the latter,
the text could be "may recruit X additional allies and X additional
retainers". It makes the text bigger somewhat, but it would still fit
in Zhenga's text space.

Well, since Zhenga is the star in this thread... One more question just
to be sure.
What about her with a Presence skill card and Summoning at superior? I
vaguely recall that it is still a recruit ally action, so she can use
her special to put one ally from the library in play + X allies from
hand paying X blood.

Type: Action
Requires: Presence
+1 stealth action.
[pre] Search your library for an ally or retainer. Show it to all
players and put it in your hand. Discard down to your hand size and
shuffle your library afterward.
[PRE] Search your library for an ally. This vampire recruits that ally
(he or she must meet the requirements, if any, of the ally). Pay cost
as normal. Shuffle your library afterward.
