Both of the cards you mention specifically say they affect "this vampire", meaning the vampire playing the card. It is possible for any Methuselah other than the acting player to play reactions, assuming the reaction card allows it. The defending player would get priority in playing reactions; priority for other players reacting should probably be that of the turn order, starting from the acting player.
