Cost: 1 blood
Discipline: Melpominee/Presence
Only usable during a referendum.
[pre] If you burn the Edge for a vote, this vampire gains two additional
votes.
[mel] Usable by a ready vampire other than the acting minion. This vampire
gains two votes.
[MEL] Usable by ready vampire other than the acting minion. Move the
political action card used to call the referendum from your ash heap to this
vampire at the end of the action. This vampire may burn that card to call
the referendum as a +1 stealth political action [if he or she meets the
requirements of that card].
When you call the referendum again, do you benefit from the additional vote,
or is it burned before that ?

Can you string them together? That is, can I play Echo of Harmonies (sup)
after I burn the referendum to call the vote again, thus reattaching the
vote to her?

No. You can call the referendum listed on the card (if you meet the requirements).
You do not get the inherent vote that playing the card would give you.

Sorry i don't agree
the card text says "Usable by a ready vampire other than the acting minion"
so you cannot reattach the vote to her
you should have another DoC able to play the sup version.

Compare with the card Brother's Blood
Requires a ready Blood Brother of the same circle as one in combat.
How come that Echo of Harmonies implicitly allows the acting minion to
use the card where Brother's Blood implicitly is supposed to be read as
Requires a(nother) ready Blood Brother of the same circle as one in
combat, ie won't work for a Circle of One?

The Brother in combat could play Brother's Blood to burn his blood to
heal his own damage (i.e., for no effect beyond what the basic rules
already allow).

See also Cardinal Sin: Insubordination, Crimson Fury, Provision of
the Silsila, etc., which use "only usable" for some parts and "usable"
for others.
