Hi Cyberai,
Sure this is legal. A ready vampire is any vampire in the active
region, it doesn't have anything to do with being tapped (page 17 of the
rulebook.) It's different than that m____ game.

Why would this not be legal? The Tremere can untap normally and placing
blood on him/her does not effect untapping, so where's the problem? If the
vampire didn't have any blood left on them this is still valid because the
vampire only has to take a hunting action if they have not blood on them
at the start of the minion phase. So, in other words: This is totally
legal.

Sure. When your untap phase begins, everything you control untaps. Then
you get to process all "during untap" effects in any order. Also, note
that being ready means being controlled and not in torpor; whether a vampire
is tapped is irrelevant to whether it's ready.
