Infernal. > Kateline Nadasdy > Camarilla: During a political action, Kateline may burn 1 blood to force a non-acting vampire to abstain. these vampires have a similar ability, but I noticed neither says "this can cancel that vampire's votes" like is printed on Telepathic Vote Counting or Scalpel Tongue. does this mean these abilities are unable to cancel votes already cast by the target? or is it designer intent that it cancels votes anyway?

Card text suffices to allow canceling, yes. Redundant clarifying text is used when there's space (and crypt cards have less space to start with than library cards, so they often have less redundancy in their texts).
