Suppose a Ravnos with N blood plays a Sensory Deprivation (chimestry card, costs 3 blood) while a Path of Paradox is in play.
A/ N = 2. Can a non-Ravnos vampire with 3 blood Mask the action?
B/ N = 3. Can a non-Ravnos vampire with 3 blood Mask the action?
I think A is "No", since the cost-reducing effect of the Path has to be used to be able to play the card, whereas; in case B, it isn't used before resolution.

There is no cost-based conditional on the Path.
The answer must be the same for both A and B.
For example, a Ravnos with 2 blood could Mask it in both cases.
(And, naturally, the answer is No, since to answer otherwise means the Path has not been applied and the Ravnos cannot attempt the action in csae A.)

A has N blood, the card costs C, N < C < = 2N+1. (nota: "lesser or equal" requires a space between "lesser" and "equal".. otherwise, the message gets trunkated)
Can B with less C blood mask the action?

Regarding the Path / Ankara Citadel, here's another question:
o Suppose a Ravnos plays a Chemistry card that has a printed cost of 0 blood, and there is a Path of Paradox in play, can a non-Ravnos mask the action?
Extra question, this time with the trickier Ravnos Carnival:
Suppose there is a Ravnos and a non-Ravnos in play. The Ravnos Carnivale has 2 counters.
The Ravnos plays an Embrace (costs 2 blood).
o Suppose the Ravnos has 1 blood. Can the non-Ravnos Mask the action?
o Suppose the Ravnos has 2 blood. Can the non-Ravnos Mask the action?

That seems to be answered above.
The effect is not conditional on the cost of the action.

Now you're getting hip-deep in one of my contentions with the current rulings.
Something has to have been applied in order to take the action in the 1-blood case, even though the card is worded as being applied later.
