1. Simple question: can I Basic Bleed with a Ravnos, play red herring, then play computer hacking with another minion? Does it not clash card text with 6.1.1 of rule book? 2. Still, can I Basic Bleed with a minion, play red herring and then computer hacking with the same minion?

Relevant card texts: Red Herring Only usable when this acting vampire is blocked. Untap the acting vampire, do not tap the blocking minion, and cancel the current action and combat. Take the card played to perform the action (if any) back into your hand. Your vampires cannot attempt the same action again this turn. Discard down to your hand size. As above, but tap the blocking minion.

Still, can I Basic Bleed with a minion, play red herring and then computer hacking with the same minion? No, by 6.1.1.

Red Herring prohibits another minion from taking the exact same identical action as the first minion. NRA (6.1.1) prevents the one particular minion attempting multiple actions from the same class of actions, or actions with the exact same name.
