Outside the Hourglass and Rötshreck

Can Rötschrek be played after playing superior Outside the Hourglass if the damage will be aggravated (due to Dawn Operation for example)? Both cards use "inflict on the opposing minion" phrasing, but the latest ruling (which predates OtH), says "Can only be played when a minion attempts to make a strike to inflict aggravated damage against the opposing vampire. [RTR 20041202]", which suggests not. Relevant card texts: Rötschreck Master: out-of-turn. Frenzy. Put this card on a vampire when an opposing minion attempts to inflict aggravated damage on him or her, whether the damage would be successfully inflicted or not. Combat ends. This vampire is tapped and sent to torpor. This vampire does not untap as normal. During this vampire's next untap phase, burn this card. Outside the Hourglass [obf] Strike: dodge. [tem] Maneuver, or strike: dodge, with an optional maneuver. [TEM] Only usable before range is determined. Inflict 2 damage on the opposing minion. A vampire can play only one Outside the Hourglass at superior each round.

Correct. A quote from the cited ruling: "In particular, it is not usable for effects that resolve when played (which includes most non-strike effects)"
