Thucimia bleeds, reduces hand size (discard 2 cards) = Bleed of 2. Plays Cog and untaps. On her prey's turn she bleeds with the Cog action, reduces hand size again = bleed of 4? Is that right? Thucimia has one vote (titled). Once each time she bleeds, she may reduce your hand size by 2 until your next untap phase to get +1 bleed. +1 handsize. Blood cursed.

No. Hand size reduction lasts until your next untap phase. +1 bleed lasts for the current action. So on the Cog: Base 1 + 1 (Cog) +1 (hand size reduct special) = 3.
