hi,
the situation is the following:
kestrelle hayes is bleeding my prey for 1 blood. my prey denies any block attempts, after which kestrelle plays 'conditioning'. my prey then plays deflection to bounce the bleed to his prey instead. then i play 'touch of clarity' with bela to cancel the deflection.
-can my prey play any other reaction cards? or attempt to block at this point? (and what if my prey's prey had played another deflection, bouncing it back at my prey, could my prey then decide to attempt to block again or not?)
-are there any rulings that provide a simple rule for these kinds of consecutive action mods/reaction cards?

Yes. Any that apply.

No. redirecting a bleed is an implicit "I do not block". I think some of the more recent card text states something to this effect. So if they deflect and the deflect is cancelled, they're eating that bleed unless they can deflecting again.

When the bleed actually changes target through a non-cancelled redirecting card they again have the opportunity to block or to decline to block (and then do deflect again).
Note: I've used redictect/deflection as a short hand for any number of cards that change the target of a bleed: Deflection, Telepathic Misdirection, My Enemy's Enemy, etc

Meaning that the bleed is not bounced, right.

Sure. And other ready untapped vampires (other than the one who already played the canceled Deflection) your prey controls may even play Deflection, if your prey has another copy handy.

No. Your prey has already declined to block. That decision stands unless and until the target of the action actually changes.

Sure:
The decision not to block is final unless and until the target is changed, in which case new block opportunities are opened.
