Gracis Nostinus and "fails to block"

Now, if my memory serves me, Forced Awakening used to say something about if this vampire fails to block, and was re-worded to say does not successfully block. And I believe these two things were ruled to be the same thing. So about Gracis Nostinus...his text reads "If a younger vampire attempts to block Gracis and fails, tap that vampire at the end of the action." Can I assume that, if he gets Temporis, and a younger vampire attempts to block him, and he plays Tangle Atropos' Hand (canceling the action) then the vampire "fails to block" in that he has not successfully blocked the action, and therefore will be tapped when the action ends (which is immediately), right? Just wanted to make sure. Thanks in advance, -- Brian

The re-wording was to help the players who misread it as "if this vampire attempts to block and fails".
