What's the timing on when cards such as Malkavian Rider Clause ("Only usable during a referendum before voting occurs") and Confusion of the Eye ("Only usable during a referendum before any votes are cast") may be played? Is it before or after the terms of the referendum have been set?
As far as I've always understood it, there is no "impulse" between "Political Action is successful" and "terms of the referendum are set". Nothing can be played between those 2 events.
