forgive me this... :)
Anyways, if I have both a Short Turn Investment and a Protracted
Investment in play and decided to not play a Master card that turn, am I
allowed to take 1 Blood off of each, or is it a case (as it would be in
Magic:) of "not using the same cost to pay for multiple effects"? [the
cost being, in this case, passing up the opportunity to play a Master]

No...since the card says that instead of playing a master phase, that you
can take one off of an investment card. Of course, if you have Rumurs of
Gehenna...which will give you two master card chances...or Anson in
play....that would allow you the right to more than one.

Actually, the cards say "during one's master phase," so in a similar vein
to blood doll cards (sorry) i have to ask: is this the official ruling?
Or at least, the way us dummies here in Philly were supposed to know the
rules meant? I think people have been doing both, ie playing master
phases as per normal AND using one of those cards (ie blood doll,
investments etc). And how do hunting grounds fit in? I assume that once
the card is in play, using it is no longer a Master phase action ("a
location card may be used the same round it is brought into play," or
some such rule that drifts into memory, seems to support this
interpretation).
The reason i ask is that someone i know (who BTW is NOT cheesy at all,
yet kicks our @$$es routinely with a 40/12 deck, yee-hah) _does_ use what
is referred to as The Straw... hunting ground card to add a blood to a
vampire, then SLURP it to pool with Blood Doll. He tends to play only one
doll at a time (he much prefers to see our faces after we finally burn
the damn doll vamp, only to have him doll someone else...).
But in any event, even if that's ok, investment cards are either/or? They
actaully USE the master phase?

You can either play one master card or pull one blood off of one of your
investment cards.
If you could play two master cards (there is a political card and a vampire
which allow you to do this) then you could play one card and pull one
blood, or two cards, or two blood (one off each or two off one).

I think Short Term/Protacted Investment says specifically that
you can get a blood off it AS your master phase (instead of playing
or card or other master action)
Blood doll says "during your master's phase",but not "as your
master's phase".

I've been following this thread, and for some reason I keep thinking
that I once read something official (my memory is bad, so it could
have been from Tom on here, the Blood Doll Edition revised rules,
etc etc) that stated that you CAN take blood from two investments,
as the only qualification is that you do not play a master card.
If I am incorrect, Tom, please correct me. I am just going from
memory on this, but I know I did read it somewhere.

The official word is that you must pull one blood instead of playing
one master card. Thus, you can only get one blood on your master
phase regardless of how many investments you have out, since you only
have one master 'action' to give up. If you can get more master actions
(such as via Anson or Rumors of Gehenna), you can draw more blood since
you have more actions to use.

You spend a master action to take one counter off of one investment.
Thus you can only get one counters per turn off of all your investments
combined, unless you have multiple master actions available (e.g. Anson).
Blood Doll is simply used during the master phase, and can be used whether
or not you play a master card or take a counter off an investment.
If you spend your master phase to play an out-of-turn master card, then
neither Blood Doll nor your Investments may be used.
Hunting Grounds are used during untap (card text), so do not interact
with the master phase at all (well, except when first played).

I think that part of where we make this confusing is by referring to
"master actions." There really is no such thing. Short Term Investment
says that "instead of playing a master card" you can pull one blood off
the investment. Rumors of Gehenna and Anson let you play 2 master cards
per turn.
If you consider that you are pulling blood off an investment instead of
playing a master card, it follows easily that if you have Anson or Rumors
in play that you could pull 2 blood off of your investments rather than
play either of your master cards.
