minus stealth in DS?

I've seen these cards that that call for -1 stealth. Does this mean that you must have at least +1 stealth to do the deed?

No, you may complete an action at negative stealth, it's simply very easy to block you (anyone at zero or even -1 intercept can catch you). -- ----- L.
