New vote rules question

First off, I only recently noticed that the new rules specify that *no* cards are replaced during the referendum. Ok, no problem with that, good rule. But one thing occured to me that I wasn't quite sure about: at what point of the political action can you play action modifiers that gain you votes (or otherwise affect the vote)? And the same for reaction cards? In other words, is the following legal: player A calls a vote, and immediately plays a Bewitching Oration on it (replacing both cards), *before* possible blocking of the action is announced? What about: player A calls a vote (replacing the vote card), player B plays Dread Gaze to gain votes in case the vote is not blocked (also replacing the card), before the block effect is resolved? In other words, can you try to gain votes before the action gets to the "referendum" part? //Petri

In article <75o90f$1i...@r02n01.cac.psu.edu>, [ quoted text not captured ] I don't see how this relates to the cases presented, but yes, you can burn a Political Action cards for a vote during a Blood Hunt referendum. You cannot use Reaction cards or Action Modifiers, since there is no action to modify or react to.
