That rule was in the Jyhad rulebook and (obliquely) in the VTES
rulebook as well.
Jyhad rules: "Note that no cards played during a vote are
replaced until after the vote." [17.1]
VTES rules: "You can't, however, draw new cards until the
political action is finished." [7]
The VTES phrasing was clarified later as meaning that *no* cards
are replaced, not just PAs burned for votes. [TOM 30-SEP-95]

Cards which say "during political action" typically mean "during the
referendum." [6.3.2]
This was true before the term "referendum" was used formally,
and is still true.
