when you intercept a vampire that has 0 blood going to hunt does any combat occur or does it just block the action?

I think, to be more accurate, any action that is taken by a vampire in torpor, which is then blocked, does not result in combat - generally the blocker has the option of diablerie. Unless: 1) That vampire is a Tremere, and a Slave Gargoyle takes over. [The Slave Rule says nothing about "ready" for this part of things. If this happens, the Tremere is untapped and is free to attempt the Leave Torpor action again, by the way...] 2) That vampire has superior VIS and plays a Conscripted Statue. 3) That vampire is a !Brujah, and plays Blood Brother Ambush. I know, technically this isn't "the resulting combat". But still...

But note that the general rules for blocking do not include an option for diablerie when the acting minion is not ready. Not sure what this has to do with blocking the action taken by a vampire in torpor, as you quoted above, since vampires in torpor cannot hunt, but yes, a vampire with no blood (hunting or not) can be burned by inflicting 2 aggravated damage on him (if he doesn't prevent, etc.) [ quoted text not captured ]

Yeah.. 0 blood vampires are not special except that they have to hunt if untapped, ready, and it's their controller's minion phase.
