I noticed in the rulings of 20-OCT-00 that you can't DI a card that is not played in the normal fashion. e.g. cards brought out by disguised weapon and vast wealth however it doesn't mention charming lobby specifically. Can you DI the vote called by charming lobby? If so, what happens to the charming lobby action? Is that the end of the action? Will the next vote still pass automatically?

Moot. Let me elaborate on this. If I am the player that holds the Direct Intervention, do I have to play it before the acting minion designates which Political Action is tied to the Charming Lobby?

The referendum to be called is declared when the card is played. The player playing Charming Lobby must declare the action (per the rules). You can then play DI on the Charming Lobby.
