Brujah Justicar Type: Political Action Title. In this referendum, each ready Brujah gets 1 additional vote. Choose a ready Brujah. If this referendum passes, put this card on the chosen Brujah to represent the unique Camarilla title of Brujah Justicar. This could lead to a contested title. [ quoted text not captured ] Can't see why. Playing this card does not require a Brujah. Anyone can play it. If all your vampires are Sabbat Lasombra, one of them can still play the card. Perhaps there must be a legal target somewhere on the table, perhaps controlled by some other methuselah. But I do not think "Requires a Brujah" is meant to include the requirement of a legal target.

If "Brujah Justicar" were a card that required a Brujah, then her special might kick in, in which case the application of the "Mata Hari concept" might be an issue. But it does not require a Brujah, so her special does not apply at all.

Of course. I re-read her special and didn't realise she can choose who she's playing them as, unless they require Brujah/Gangrel. In short, her special (acting as a Brujah/Gangrel) can't be used because the card doesn't require it. I swear XZealot comes up with these just to try & pickle my brain slowly. :)
