A couple of questions that came up during some of my Origins games for
which I sought rulings. I'm confident that Kevin was right, but if
nothing else having these answers available in the newsgroup archives
might help someone else.
1) Ayo Igoli has an Enkil Cog. She bleeds during her prey's minion
phase, after her prey's minions have taken non-mandatory actions. Can
Ayo Igoli play Uncontrolled Impulse?

+2 stealth. Not usable if any non-mandatory actions have been
performed this turn.
2) I have two imbued in play with life equal to their capacities. May
one use the action on the Rejuvenate power to add a life to the other,
allowing that life to "drain off," or does the clause about not
exceeding starting life mean that there's no valid target (in my ready
region) for the action?

starting amount, he or she gains 1 life.
+1 stealth action. Add 1 blood to a vampire or 1 life to any other
