No, 6.4.2 does not imply that.
Some strikes are only usable at close range. (Blood Fury, e.g.)
Some strikes are only usable at long range. (Sewer Lid, e.g.)
If you're not at close range, you can't play Blood Fury.
If you're not at long range, you can't play Sewer Lid.

No. That's the definition of ineffective.
