I am confused about votes. Except for a vote on a bloodhunt after
a diablerie, which any Methuselah can call, a minion plays a vote card as a
minion action (tapping the minion, I assume). The vote card gives a vote,
the Methuselehs themselves do not vote, and any ready (even if tapped) title
holders have 1, 2, or 3 extra votes (assuming uncontested title and vampire).
All Methuselahs can play additional political cards solely for their votes.
So far I think I understand.
Do all ready vampires vote with extra votes to title holders or do
only title holders vote their 1, 2, or 3 votes?
Does this voting tap a vampire? Since a ready title holder can vote
even if tapped it would seem not.
Are these extra vote cards just put down by the Methuselah or must
they be put on an appropriate vampire? If so do they tap the vampire? I
assume that at this point we are talking about political action cards that
call votes that are now used for one vote each. What about a reaction card
like Dread Gaze, which requires presence. Is that only played on a vampire
with presence, must he be untapped, does it tap him? Can an action modifier
like Bewitching Oration be played by a vampire other than the one which
called the vote (or by any vampire at all if in a bloodhunt vote... even not
belonging to the caller of the vote)?
When is the Charming Lobby action card played? I assume that as an
action card it taps the vampire, who must have presence. Does that mean
another vampire must call the next vote?
I find that I am not the only person confused, and would think that
many others would appreciate both answers and a few examples of votes,
perhaps using the cards mentioned.

I'm not exactly sure what you mean here, but... Only title holders may cast
votes, and how many votes they may cast is dictated by what title they own.

No voting does not tap the vampire (unless specified by some speacialty of the
card). All ready vampires can vote, vampires are ready if they are face
up (uncontested) in a methusalah's controlled area. If a vampire is in a
methusalah's controlled area it is ready (regardless of their tapped/untapped
condition.

Yes, extra political cards can be played for extra votes. They are not
played "by" any minion. The political cards can be played in an auction
frame of bidding until no methusalah desires to play anymore. Keep in
mind that during this political auction no one can draw another card from
their library (well mores specifically you can not replace political action
cards in your hand until the vote is done I'm not sure about reaction and
action modifier cards that effect voting). The only exception to this is
the first political action card (the one being voted on) since this is a
legitamate action card.

Yes, political play is no different then normal play when it comes to
observing disciplines. Reaction card rules are the same too. You must have
the discipline. You must be untapped to play a reaction card. It can not
be your turn (you must be reacting to an action by another methusalah). And
unless specified by the reaction card, does not tap the reacting vampire.

Again, the same rules that apply to normal action modifiers apply here. Only
the minion doing the action can use an action modifier. No other minion,
not even one controlled by the same methusalah, can use the action modifier.
During bloodhunt, their is no minion action, so there can be no action
modifier played.

I'm afraid I don't have time to come up with examples. What might work
better would be for you yo come up with some examples and the way you think
the play would progress. Either post it to get a response (and trust me
you'll get one) or mail it to me and I'd be happy to point out any problems
I can see.

Close. Except for bloodhunt votes, votes are called by a minion taking
an action. Typically this is done with an action card such as a political
action or Charming Lobby, but occasionally the vote will be provided by
a card in play, such as burning an Anarch Revolt.

I'm not sure what you're asking. Any titled, ready vampire can use its
votes if it wishes to. A vampire does not have to be titled to use
a card such as Dread Gaze, though.

Burning a political card for a vote is done by the player, not by a vampire.
You may do so even if you have no ready vampires.

Reaction cards can only be used by untapped, ready vampires with the
appropriate discipline. Action modifiers can only be used by the acting
vampire unless the card says otherwise, which Bewitching Oration does not.
Neither can be used during a bloodhunt vote, since no action started the vote.
Using a reaction card doesn't tap the reacting vampire.

There is some dispute on exactly how Charming Lobby is supposed to work.
The way I think it works is that a vampire with presence plays Charming
Lobby, and if that is not blocked, then a vote is taken. If that vote passes,
then the next vote to be called passes automatically.

No. Voting does not tap a vampire (there is a card which _does_ tap
any vampire that votes...)

Yes, Yes, and No.

Action Modifiers can only be played with the acting vampire (the one
calling the vote).
