Both Protracted Investment and Short Term Investment say that 'instead
of playing a master card each turn, you can take 1 blood from' them.
Simple, except when you played an Out-of-Turn Master before your
current turn. You have now given up your master phase. But PI/STI don't
specify whether the action of taking blood from them is part of the master
phase... theoretically it seems it could be done at any time during your
turn, as long as you don't play a master card. Since of course you can't
play a master card if you've forfeited your master phase, you might as
well. True or false?

I would call that abusive at the least. Not to mention the fact that,
"Instead of" implies that there was an option to take the second
action. That is, if I offer you this instead of that, I'm assuming
that you could have gotten that and am (instead :) ) offering you
this. If you never could have gotten that, I would just offer you this
straight-up, no "instead" needed, implied, or anything.

You burn a master action to use an Investment. If you had burned your
master phase to use an Out of Turn card, then you have no master action
to burn, so can't take advantage of the Investment.

Does this mean all master card 'tapping' occurs during and burns a Master
Phase unless stated otherwise? If so, that's definitely something to include
in any revised versions of the rules... as is, the timing is vague...

Tapping a master card for an effect once it's in play can be done whenever
appropriate. But you don't tap the Investments to get pool off of them,
you get pool instead of taking a master action, so if you burn your master
phase with an out-of-turn card, you won't be able to use any Investments
that turn. It's completely independent of when master cards can be tapped.

'Kay. Revised versions (if any) should probably change 'instead of play-
ing a master card...' to 'instead of taking a master phase action', then,
to prevent more abuse from m... err, that is, scurrilous weasels who might
interpret it to their own gain. Of course, I may just end up switching to
Social Charm decks...
