OK. Archon is a political action that, if passed, gives a vampire the
ability to attack other vampires as a (D) action.
What happens if I attack a vampire that is tapped (say, my predator's
vampire)? Can the tapped vampire defend itself?

Any minion in play can fight in combat just fine, regardless of what
state it's in (though it's difficult if not impossible to force a vampire
in torpor into combat). Tapped minions cannot act, block, or react,
but they can fight just fine.
