Fragment of Nod question

Can someone tap the fragment of the book of nod if they have no cards in their library? "Tap to draw 2 cards from your library. Discard down to your hand size. Any vampire can take control of the Fragment for his or her controller as a (D) action." Thanks, Neil

[ quoted text not captured ] There is no "target" unless there is a (D) action made toward said target. Whenever you are directed to do something, you do it as much as you can. If that something has a cost associated to it and you can't pay for it, you pay as much as you can, then it fails. So, tap the Fragment. Draw nothing (or just one if that's all you had left). No biggie. Jeff

[ quoted text not captured ] Correct. Also note: an empty library is still a library, just as an empty vampire is still a vampire (and you can steal two blood from an empty vampire just as you can draw two cards from an empty library -- in both cases doing nothing).
