Eh? Is this in the rulebook somewhere? It's not mentioned on page 14, where
the different types of master cards are described. I had always assumed that
"out-of-turn" just meant that they weren't used on your master phase, not that
they couldn't be used on your own turn at all...

"out-of-turn" cards are, as the term implies, only usable when it's
not your turn. This is clarified in the corrected rules.

I don't believe there is a net_version of them yet. You can send email to
some id (can't think of it at the moment...Tom?) and they'll send you a
copy in the mail. That's what they did for me. Of course, they need a
new photocopier, 'cause 1/2 of one page is almost illegible! :) But they
did get it out to me pdq...
