(LSJ) Blood Hunt & Voter Captivation

Hullo there, here comes today's dumb question. Genina, for some reason, commits a diablerie (nasty girl). She gains blood, and choses a Master: Presence, because the vampire she ate was older. Here comes the Blood Hunt referendum, in which every one at the table wants to see her burn. So she goes to torpor, due to card text. And then, since her action was successul, she plays a Freak Drive. And the player realises that a Voter Captivation would be nice (and who else, but Genina, could be proud of being happy all the table wants you to burn). Now the question is : Can Genina play a Voter Captivation at that moment of the game ? ----- Rulebook 6.5.6 : The Blood hunt When a vampire commits diablerie, a referendum is automatically conducted to determine if a blood hunt will be called on the diablerist. If the referendum passes, a blood hunt is called, and the diablerist is burned. This referendum is not an action, so it cannot be blocked, and action modifiers and reaction cards cannot be played. Otherwise, this referendum is handled just like any other. ----- Genina's card text : If a blood hunt is successfully called on Genina, she goes to torpor instead of being burned. ----- nota: The Voter Captivation is played *after* the Freak Drive.

The Freak Drive has nothing to do with the Bloodhunt called on the diablerist, so it isn't prohibited. It sounds to me that cards that don't have the explicit cardtext "can be played during a bloodhunt referendum" cannot be played *during* a BloodHunt referendum. Nor after, nor before. The whole point is that VC is played *after* a succesful referendum (and not *during* ), so it is not modifying it anyways.

It says (direct quote): "This referendum is not an action, so it cannot be blocked, and action modifiers and reaction cards cannot be played." The word 'during' does not appear. Therefore, no matter what the technical timing of VC is, it cannot be played in response to a successful bloodhunt referendum. If it helps, think of it this way: Voter Captivation is an action modifier. It gets played to modify an action; specifically a "political action" where there is a resultant referendum resolves with a successful referendum. If the action is not a political action, there is no opportunity to play Voter Captivation, because the action type is not appropriate. This is parallel to rules about how you cannot use bleed-modifying action modifiers on actions that are not bleed actions (which people occasionally ask if they can do to cycle the modifier.) -John Flournoy

[ quoted text not captured ] Sure you can: Anarch Revolt Type: Master Master. Put this card in play. A Methuselah who does not control a ready anarch burns 1 pool during his or her untap phase. Any vampire can call a referendum to burn this card **as a +1 stealth political action** (emphasis mine). It's a political action. Not all political actions involve playing political action cards.
