No. He has to make a hand strike in order to "trigger" the Basilisk's
Touch's effect. (card text).

Strikes based on strength are no always considered hand strikes.
For example: Bastard Sword, Sengir Dagger, Kraken's Kiss.
A hand strike is a non-ranged, non-weapon strike that inflicts damage
based on the striking minion's strength.
Shadow Strike is ranged, so it isn't a hand strike. Therefore, no
exception to the definition is needed.
