How does this card work? It requires Auspex and reduces bleed by 1. It is
a reaction card.
My question is does this require an untapped vampire to play. If you are
reducing a bleed instead of going to combat it doesn't make any sense that
you would need a vampire unless you tap it after you play the card.
I'm sure the answer is obvious but could someone help me out?

Yes. Only untapped minions can play reaction cards.
Playing a reaction card does not tap the reacting vampire.
The vampire remains untapped after playing Telepathic Counter, and
the bleed is reduced by 1 (or 2, superior).

TC, as with all other reaction cards, requires an untapped
vampire to play. It reduces a bleed against you by one (or
two) in lieu of declaring a block. Also like all other
reaction cards, TC does not tap the reacting vampire unless is
specifically states so (which it does not). The only reason
you need a vampire to play the card is that only vampires have
skills (with a few exceptions, but no allies can use auspex
yet, as far as I know).

ummm.....you can actually play that card to cycle cards, and then
attempt to block after you have played it (unless you declared that you
were declining to block the bleed..)
