At minor, it only gives you +1 intercept. Which means that you can
block non-directed actions (like a political action) by your prey
and predator.
At superior, it gives you the ability (but not the intercept) to
block _any_ action by _any_ player.

Since the ruling is that the weapon must be in your hand before the
card is played, I'd say that the first implementation is the better
one.

Then they are using a house rule. The card has never had errata
issued for it and is supposed to be played as printed. The house
rule is a common one since Disguised Weapon makes the card useless
unless you're playing in a group that uses card limits. (which is
just another house rule...and not one I personally recommend)
