It isn't a failed block, but the vampire did "fail to block", which
is all that is required to lose a blood, by card text.

This does not parallel the effect of Forced Awakening, since Faceless
Night taps "any vampire that attempts to block", whether successful or
not.
It does not say to tap "any vampire who fails to block" (which would
be the parallel of Forced Awakening).
