Okay, I'm having a slight disagreement with
the people I play Jyhad with over reaction
cards.
I think that unless the card specifically states
an exception (as many do) they can only be
used by an untapped vampire that has the
requsite abilities, which then taps the vampire.
Everyone else thinks that they can be
used as long as the player controls
a vampire with the requsite ability,
whether of not it's tapped, and that
playing reactions doesn't tap an untapped
vampire.
Anyone else (especially Tom :) ) care to take sides?

Reaction cards can only be played by an untapped vampire, unless they
specifically say otherwise (for example, Wake with Evening's Freshness).
Using a reaction does not tap the reacting vampire unless the card
specifically says so (for example, Obedience).

They're wrong about who can play reaction cards, but they're right on the
tapping score.

There are no sides to take. Only untapped vampired can use reaction cards
(with the exceptions of cards which "untap" vampires for blocking
purposes). Using a reaction card DOES NOT tap the vampire, UNLESS the card
specifically states that it does. The only things a tapped vampire can do
is lay there or "wake up" to block an action, with the execeptions of
vampires who can untap between Methusela's turns.

Can a tapped vampire use a Wake with evenings freshness to play a
reaction card?
For example I have a tapped vampire with superior presence and there is a
vote going on, I have a dread gaze which will give me 4 votes. I want to
be able to use a Wake, not to block the political action, but to play my
reaction card.
The text on Wake with evenings freshness says: vampire may play reaction
cards and attempt to block as if untapped.
Is that an inclusive AND? must the vampire do both to satisfy the card?
or can you just do one or the other?
please dont say that you cant use a wake unless you have another reaction
card in hand!

Tapped vampires can also vote, but I do not believe they can play reaction
cards that produce votes (because of the "reaction cards can't be played by
tapped vampires" rule).

Get real. vampire MAY play reaction cards, vampire MAY attempt to block.
You can play a Wake anytime anyone does an action just to get it out of
your hand. vampire MAY do nothing at all...

Yes, because WwEF specifically allows the vampire to block and react in
spite of being blocked.

You can use the Wake before the vote begins, which will then allow you
to use the Dread Gaze during the vote in spite of its being tapped.

You can always use Wake just because, i.e., even if it won't let you
do anything useful.
