Calling a bloodhunt is something a player does, not a vampire. It is
neither an action nor a reaction, so you can't block it, can't play
reaction or action modifier cards, etc. Political cards and the edge
can be burned as normal.

Does vote HAVE to take place in case of diablerie? What if no one wants to
innitiate the vote?

Any Methuselah can call for the bloodhunt and it is not considered
an action so it cannont be blocked.

Calling a bloodhunt is optional.

Anyone can call for the vote.

No. The player is calling for the vote, not a vampire, so it cannot
be blocked, and neither action modifier nor reaction cards can be used.
