I haven't noticed a particular ruling on this card, so maybe the question
hasn't come up with other groups, but in a recent game here, there was a
question about whether or not playing The Second Tradition on a vampire untaps
the vampire or whether the vampire must first be untapped by another card.

The Second Tradition untaps the vampire as part of its effect; you don't
another "untap now!" card in order to use the Second Tradition.
