[LSJ] Derange question

Up to now, i thought that you needed an older vampire only to initialy play it and then Deranged vampires could also move it to older vampires. What is the correct ? the former or the latter ? If the deranged vampire has no blood, then he cannot untap. Derange's template is like "may burn 1 blood to do something", the deranged vampire cannot simply fail to burn 1 blood and untap. i am quite sure about this, but i'd like a verification. And finaly a Mind Rape question: I mind rape a vampire, then at my next minion phase i take control of that vampire, i use that vampire to mind rape another vampire (vamp B). So, will vamp B come to my control or to his permanent controller control ? I believe that the "...During the acting vampire's controller's next minion phase, he or she must burn this card to untap the vampire and take control of the vampire until the end of his or her turn." is checked when the action succeeds, so that means that vamp B will come under my control, as when the Mind Rape was played the acting minion was under my control, right ?
