The text on the smiling jack the anarch card says 'you put 1 blood on etc ' is
this an option or must the controller put a blood on each turn regardless if
he/she can pay can pay for it.

TTBOMK, the payment is _mandatory_. It does cost everyone else at the table
more than you, though, as they are paying the addative total (1+2+3+4+...) and
you are only paying one per turn.

Not an option. You can oust yourself by being forced to put your last
pool on Jack. That's the risk you take.
