[LSJ] does loquipment count as unique equipment?

Ankara Citadel, Turkey "This equipment card represents a unique location and does not count as equipment while in play. The vampire with this location pays only half of the blood cost for any cards he or she plays (round down)." The key part being "counts as unique location ... while in play". Question, is the citadel a non-unique equipment card when out-of-play (ie. ash heap)? Specifically, I am trying to target it with a Kiss of Lachesis - "... [TEM]: Move a non-unique equipment card from any Methuselah's ash heap to this vampire. If the equipment card comes from your ash heap, pay half the cost (round down), otherwise no cost is paid." Also is the clan requirement waived because of the "move" rather then "equip" phrasing? Thanks, Naram

Yes, "Move" is different from "equip" (see Grasp the Ghostly) The clan requirement is not counted. But, for the Ankara citadel the "unique" trait forbids you to do so.
