What is his reasoning that it gets to stay in play?

Well, the card does not contain any the following sentences: "Put this card
in
play" or "Put this card on this acting vampire".
So it is the same case as Bum's Rush, for instance. It gets moved to the
ash heap after use.

This line:
This acting vampire has +X strength and +X capacity.
He thought that carried over. Since the card did not say put in play I
ruled it was a temp thing, He wanted me to inquire and get an official
responce.

until after combat. Play before strikes are chosen. [pot] Burn up to 4
cards in your hand. For each card you burn this way, this vampire gets
+1 strength for the remainder of combat. Do not replace these cards
until after combat. [POT] As above, but this vampire gets +2 strength
for the remainder of combat for each card you burn this way.
This says for the remainder of combat.
All cards say for how long it counts...or say it should be put on the
vampire. This one doesn't fit in either....
Or am i missing something?
(ofcourse making it last for the rest of the game would be way too
good)

Bleed cards also don't say +x for the remainder of this action.
It's just +x. That doesn't mean it's permanent.

Probably, yes. :-)
By default, action modifiers and reactions last for the duration of the
action (per rulebook). Most of them don't have timing specified on
their card texts, for that reason.
By a ruling (23-Jun-1998), combat cards default to lasting for the
duration of the current round. Combat cards that have other durations
than that must now specify in card text (so, a lot of them do).
Action cards default to being done with when their action is resolved,
unless they have card text saying "put this card in play" (or "put this
card on the acting vampire" or some such). I don't think there's a
general ruling on this one, but there is a specific clarification (?) on
Coagulated Entity: [LSJ 18-Dec-2001]

Also, compare to Border Skirmish: "Each other Methuselah discards one
card at random from his or her hand, and this anarch untaps at the end
of the turn."
You wouldn't assume that this anarch untaps at the end of *every* turn
as a result of playing this card, would you? Same reason: normally an
action's effects end when the action is done, unless the card says
otherwise.
