That "yes" is a bit confusing. To clarify:
Q: Can you use Scorpion Sting and Rowan Ring together?
A: No, because Scorpion Sting's card text says "Strike: hand strike...",
so it can't be combined with a weapon strike.
Q: Can you use Lucky Blow and Rowan Ring together?
A: Yes, because Lucky Blow's card text says "Strike: ... {use a} melee
weapon strike ..." so you can combine it with a Rowan Ring.
Q: What happens when you use Lucky Blow and Rowan Ring together?
A: Lucky Blow tries to add damage to a non-damage dealing strike, and so
this additional damage is just lost. See also: Reverend Blackwood
trying to add damage to a Theft of Vitae strike. (The damage there
is also lost.)
