I know that the controller of a minion card is, by default, the
controller of the minion that it is on (while the controller of a
master card is, by default, the person that played it). Does this
extend to cards that are not played on minions? That is, is the
controller, by default, the controller of the card that it is on?
Specifically, say I play a Salt of Thoth on a Powerbase: Montreal that
I control. Later, a minion attempts to steal the Powerbase, and I
decide to let him, because I feel he needs the pool. On my turn, if I
take an action to steal the Powerbase back, does the controller of the
Powerbase have the option of burning the Salt of Thoth, or do *I*, the
person that played the Salt, have that option?

The controller of the Powerbase.
