Right, which is why I'm sending it to the RT. It certainly seems to
be the same vote (which is prohibited by Delaying Tactics).

You suppose correctly. Since the action type is defined in the rules,
it is that action type.

What you've found - the terminology of "same action" and "same type
of action". Two Havens in play provide two distinct actions which
are two different action types. So, even with DCI No Repeat Actions,
the same minion could use two different Havens (even if they're
on the same vampire) to attack on a single turn.
