Ok, say Chester Dubuois goes to to bleed someone. He has a Lap Top, so he
will bleed for 2 if he is succesful. He stealths in, but his bleed is
Telepathically Countered to zero. Can he then play Spying Mission for the
superior benefit, even though his bleed was not succesful? The card says:
" Only usable when bleeding. Instead of removing pool from the
Methuselah you are bleeding, put this card on the acting vampire... "
It says nothing about the bleed being successful or not. It says "
Instead of removing pool ", so could I not say " I was not going to remove
the pool you countered anyway. "? What if I played Spy Mission and then
my prey played Telepathic Counter?
This seems like one of those timing questions that plagues MT$ and is
generally avoided in Jyhad.
What do you all think?

I don't think you could/should be able to play it in this instance since
you couldn't have removed pool if you wanted so you are not declining to
remove it.

This is a valid point (IMHO), I think if you decline to remove pool than
they couldn't telepathic counter it because it's too late. One of my
friends though likes to say "I'll take the bleed and reduce it by X
amount" all in one breath so that having a chance to do anything in
between is practically impossible. Acting minion goes first don't they
(or is that only in combat?)

Spying Mission:
When used to add the card to the vampire, will beat Telepathic Counter
since the acting player gets to use modifiers before other players
can use reactions.

A: Telepathic Counter would win, because the card reduces the
bleed to 0, therefore Spying Mission would have no effect.
