It does not block. NOte that there had been talk of changing the rule

They just have life points. However you want to represent this is up
to you; using blood counters is the most common method, since you know
you're going to have some handy, but it's not actually blood points.

What if he is already tapped? (ie, Can a renegade garaou attack a tapped
vampire, and if so, what happens?) Combat as normal?

Ok, but can if a vampire was dealt a point of regular and a point of
aggravated in the same round, could he/she choose to prevent the
aggravated damage with the Jacket (or Prevent 1 damage card), or is it
the first point in the round, since regular damage is calculated before
aggravated?

I my opinion a Flak Jacket prevents always one point of Damage from whatever
source!
(Why not, one little hole from a bullet will not destroy this thing entirely?!)
I can not find such a rule ...
