Who sets the range?

Hello, If during a combat between a Lasombra minion, with superior Obtenebration, and Cailean, who sets the range if the Lasombra minion plays Shadow Step at superior? Would the Lasombra minion or Cailean? Or is this based upon who is the acting vampire? i.e. Cailean is acting, therefore he can use his ability prior to the Lasombra playing the card; and vice versa. It falls to the minion (or Methuselah) who gets the first opportunity to play/use the effect. It only stopped them hearing the distractions.

It means you can play Drawing Out the Beast first, yes. But Drawing Out the Beast will not prevent Cailean from setting the range to long. Drawing Out the Beast restricts the victim's use of maneuvers - it doesn't affect Cailean's special ability (or other "set range" effects). [ quoted text not captured ]
