Weather Control timing question

Howdy All, When does damage from Weather Control resolve? If one or more of the combatants has enough Weather Control damage pending to torporize them before range is determined, will the combat end before range is determined? Or will there still be 'Determine Range' and 'Strike' phases, after which the damage will be resolved, along with any additional combat damage? In the former case, I'm pretty sure you can use Skin of Night to convert Weather Control damage aggravated by a Dawn Op to normal (though unpreventable) damage, but can you Taste (if you are not heading to torpor yourself)? That is, given that you haven't gotten to the 'Strike' phase of combat, can you play a card that is playable 'after strike resolution'?
