The other night my friend used pulled fangs in a way the rest were unaccustomed to.
How exactly is it determined when this can be used? I understand the
acting vamp has to do more close range damage then the victim, but does
extra strike cards get factored into that? How about weapons?
Example: Attacking vamp A does 1 hand, target vamp B does 1 hand.
Vamp A uses additional strike card. Can A now use pulled fangs
due to 1 + 1 hand is > 1 hand? Thanks!

All damage inflicted by the vampire (not his retainers) counts, incl. that
done by weapons and/or on additional strikes that round.
It does not count damage prevented by whatever means (Fortitude, e.g.)

Pulled Fangs:
Used during the press step, and counts up damage successfully inflicted
during the round.

Pulled Fangs just cares about the range the round is at, not the nature
of the damage inflicted upon the vampire whose fangs are to be pulled.
So a shotgun will do just as well as a chainsaw. Note that damage from
retainers such as Wolf Companion won't count when comparing damage inflicted.

Pulled Fangs is played right before presses, according to WotC. Thus any
additional strikes made in a round count toward using pulled fangs.
