Can Allies block Nergal ADV if they have to burn blood?

Hello, Long time ago I´ve read that, since allies do not have blood, they could not block Nergal ADV if they have to burn one blood (to use a raction card). But I can´t find this answer! (Maybe it never existed! It´s only on my mind...) Can you please help me? Thanks Math

This includes Delaying Tactics, any reaction while Nergal (advanced) is acting, any reaction while a minion with superior Tenebrous Form is acting, and so on. [1] The exceptions are the allies that can play cards that cost blood. Such an ability usually comes in the form of "may play cards that require [discipline] as a vampire". These allies can pay any blood cost to play the given class of cards with life instead of blood, per the rules.
